… Saying it is no longer Business as Usual***
While other Ministers are bemoaning paucity of funds, the Minister of Transportation, Muazu Jaji Sambo has surmounted the challenges hindering the setting up of the Regional Maritime Development Bank (RMDB) and vowed to ensure the bank takes off, within the next 90 days.
The Minister also cautioned debtor Terminal Operators and those defrauding the Federal Government in terms of payment of the Practitioners Operating Fees, warning that it would no longer be business as usual for them.

It would be realised that the idea of Regional Maritime Development Bank was conceived 11 years ago, to facilitate a single-digit interest loan to key industry players; but subsequent Ministers, including Rotimi Amaechi, failed to accomplish it, as they chickened out on it, too quickly.
Sambo disclosed this while receiving the Secretary-General, Maritime Organisation of West and Central Africa (MOWCA), Dr. Paul Adalikwu in his office, describing the RMDB as one of the lowest hanging fruits, that can be plucked in his stride, to make an indelible mark.
“When I resumed here, I realised immediately that the Regional Maritime Bank is one of the lowest hanging fruits that we can achieve within a very very short time. In fact, 90 days is too long”, Mu’azu emphasized.
The Minister identified office accommodation as a major hinderance, adding that all efforts towards getting accommodation via the Central Bank of Nigeria failed, hence, his decision, to approach the Attorney General of the Federation, to explore the possibility of securing one of the forfeited properties, allocated for the bank.

Mu’azu also encouraged the MOWCA Secretary General, to leverage on the regional body to push Nigeria’s intent of becoming Category C Council member, of the International Maritime Organization (IMO).

Speaking earlier, the Secretary General of MOWCA, Dr. Paul Adalikwu, stated that the idea of a Regional Maritime Development bank (RMDB), was conceived 11 years ago to facilitate single-digit interest loans to provide leeway to key players in the sector and enable them compete favourably with their international counterparts.
According to Adalikwu, “8 countries have signed the Charter as required in the document establishing the bank. Two weeks ago, DRC Congo also signed making it 9 countries. One above the threshold required for the establishment of the Act”.
Speaking further, he informed that the organogram of RMDB as adopted by council members had positions of President of the body, Company Secretary and a seat on the board ceded to Nigeria while Cameroun is to produce the Vice President 1; and Ivory Coast, Vice President 2; adding that other member countries are to provide board members for the Maritime Bank.
Also speaking, the Permanent Secretary, Federal Ministry of Transportation, Dr. Magdalene Ajni, commended Dr. Adalikwu, on the forthcoming regional meeting scheduled for Abuja in November 2022, where the Secretary General of IMO, Kitlack Lim, will seek to prevail on the 25-member States to adopt the Suppression of Piracy and Other Maritime Offences (SPOMO) Act, to enable trial of piracy cases within the MOWCA sub-region, irrespective of whichever sub-region the crime was committed.

In the meantime, the Minister of Transportation, Muazu Jaji Sambo has cautioned debtor Terminal Operators and those defrauding the Federal Government in terms of payment of the Practitioners Operating Fees, warning that it would no longer be business as usual.
The Minister emphasized this on Thursday in Onne Port, stressing the Federal Government’s determination to reposition the Onne Port, in a bid to maximize its huge export and import trades potentials.
Speaking during his 3-day fact-finding tour at Onne, Rivers State to ascertain why the port was not performing at optimal capacity, Mu’azu Sambo expressed grave concern, on the lackluster performance of the ports in Rivers State, tasking the stakeholders to come up with realistic solutions.
“Part of the reason why I’m here is to look into why the Rivers Ports are not working. Whatever the challenges are, we will address them.
“I will discuss with stakeholders and we will come up with the short term, medium term, and long term plans on how to overcome those challenges and make the ports productive”, Sambo indicated.
On the issue of the dilapidated access road to the Onne Port, the Minister assured that Sukuk IV will take care of that, adding that he would liaise with his counterpart, the Federal Ministry of Works and Housing (FMWH) Minister, Babatunde Raji Fashola, to see how it could be fast-tracked.
Also speaking on the occasion, the Managing Director, Nigerian Ports Authority (NPA), Mohammed Bello- Koko said government is very serious about the need to increase traffic at the Eastern Ports, so as to decongest the Lagos ports.
On the issue of security, he said: “We are working with the Nigerian Navy to improve security on our Waterways and the Nigerian Maritime Administration and Safety Agency (NIMASA) has deployed assets under the Deep Blue Project that would be working with the Nigerian Navy to improve security, along the waterways
At the West Africa Container Terminal (WACT) Nigeria, the Managing Director, Naved Zafa, while briefing the Minister on their facility, said: ” as part of our Terminal upgrade and expansion project, we have acquired sufficient cargo handling equipment at our terminal to improve the efficiency of the port”.
Speaking further, he reiterated that the Nigeria Customs Service has just installed a new scanning machine at the port complex, which was acquired by the Federal Government and inaugurated by the Comptroller General of Customs, Col. Hameed Ali (rtd).
According to him, the scanner would facilitate trade, ensure security and drastically reduce the importation of illicit goods by unscrupulous persons, adding that it would reduce dwell time by promoting faster and easier treatment of cargoes.
Other facilities visited included the Integrated Logistics Services Terminal, International Container Terminal, Onne Multipurpose Terminal, and Brawal.
The Minister was accompanied on the trip by the Managing Director, Nigerian Ports Authority (NPA), Mohammed Bello Koko; Managing Director, Nigerian Railway Corporation, Fidet Okhiria; the Director, Finance and Accounts FMT, Umaru Hassan who represented the Permanent Secretary, Dr. Magdalene Ajani; Director, MSD, FMT, Babatunde Sule; Director Legal Services, Pius Oteh; Director Rail, Jimoh Yusuf; and Director Press, Eric Ojiekwe, among others.
