Transportation Minister urges Agencies to Strengthen Port Compliance 

…MACN reduces corruption, Slides levies from $150,000 to $20,000; resolves 83 out of 88 complaints***

The Minister of Transportation, Mr. Mu’azu Sambo, has urged government agencies to strengthen compliance functions to sustain and maintain standards in the ports.

Sambo gave the advice at the Convention on Business Integrity (CBi), and Maritime Anti-Corruption Network (MACN) Compliance Roundtable on Thursday in Lagos.

The roundtable was titled: “Institutionalising Operational Efficiency within the Maritime Industry through Compliance Functions of the Agencies.”

Sambo represented by Mr. Babatunde Sule of the ministry also urged maritime operators to amplify their Standard Operating Procedures (SOP) to support the Port Standing Task Team.

“In 2021, CBi and MACN in collaboration with stakeholders achieved milestones in reducing corruption and promoting accountability in the maritime sector.

“In evaluating agencies’ level of compliance, consistent steps should be taken and this will encourage transparency and generate revenue for the country.

“The ministry will not relent in supporting the team in its effort in tackling corruption in the ports,” he said.

He urged all stakeholders to report challenges, and corrupt demands and always seek redress.

The Executive Secretary, Nigerian Shippers’Council (NSC), Mr. Emmanuel Jime, described the port manual as a major determinant that would foster efficiency, transparency and healthy competition in the sector.

Jime represented by Mr. Moses Fadipe, Coordinator Port Standing Task Team, said that the mandate of the NSC is to ensure compliance of all stakeholders in the ports.

“To achieve its mandate, the NSC instituted a compliant service mechanism to handle disputes, robust enforcement mechanism, provide guidelines on tariff setting to avoid arbitrariness and others,” he said.

Speaking on compliance risk management, Fadipe said that steps in the port manual should be followed diligently to avoid an infraction.

He urged agencies of government to ensure strong support to the task team noting that they should be available for periodic meetings.

Mr. Peter Agbaminoja, Assistant Director at the Nigerian Maritime Administration and Safety Agency, said that the agency investigated 22 cases.

Agbaminoja, however, noted that no staff had been sanctioned for any infringement.

Earlier, Mr. Soji Apampa, Chairman, CBi, urged stakeholders in the port to forward challenges being faced in the industry to the relevant authorities to ensure effective and efficient port.

While reeling out statistics of achievement recorded since the implementation of the Port Process Manual, Apampa noted that incidences at the port had reduced.

“For port call, in terms of levies paid, it has reduced from $150,000 to $20,000; as regards complaints from 645 vessels that arrived at port, 88 cases of complaints were recorded and 83 out of the 88 cases were fully resolved, five still ongoing..

“28 large shipping companies have started using the help desk and pre-arrival notification system and this is a testament to the growing confidence imposed on the manual.

“An Integrity Alliance was formed and 246 stakeholders have pledged alliance to it from the Eastern and Western port,” he said.

The purpose of the roundtable was to review agencies degrees of adherence to their Standard Operation Procedures.

Fayoade Hands Over To New CP Lagos, Takes Over Zone-2 Command

Former Commissioner of Police in Lagos State, Mr Adegoke Fayoade, on Tuesday handed over to a new Commissioner of  Police, Mr Olanrewaju Ishola, at the Command Headquarters, Ikeja.

Fayoade, immediately after handing over, proceeded to take over the reins of office at Zone-2 Command, Lagos, as Assistance Inspector-General of Police (AIG).

 Fayoade is among seven Police Commissioners promoted to the rank of Assistant Inspector General (AIG) by the Police Service Commission (PSC) on Aug. 30, 2024.

The Force Spokesperson, ACP Olumuyiwa Adejobi, on Sept. 9, announced the posting of Fayoade and other promoted officers to their new commands.

Fayoade thanked the officers and men of Lagos command for their professionalism and commitment to duties and tasked them to keep the flag flying.

The AIG assured residents of Lagos and Ogun under his watch of adequate security, stressing that the officers and men in the two commands would be put on their toes for the safety of all.

Speaking, the new Commissioner of Police in Lagos state, Mr Olanrewaju Ishola, said the security template in the state would be improved upon.

Ishola said that he would be fair and firm to all abiding citizens in the state.

He solicited the support of residents for timely information while assuring of adequate protection of the lives and property of all residents except the criminal elements.

Ishola, who assumed duty as the 40th Commissioner of Police at the Lagos State Command, joined the Nigeria Police Force as a Cadet Assistant Superintendent of Police in 1992.

He holds a BSc in Geography and an MSc in Urban and Regional Planning from the University of Ibadan.

Amongst other training and educational pursuits, he attended the Tactical Leadership and Command Course, at Police Staff College Jos, and the Strategic Leadership and Command Course and the National Institute of Police Studies Abuja.

He has served in numerous key positions, both operational and administrative – 20 PMF Ikeja as Unit commander/2i/c Sqd January 1996 – July 2002, 2i/c Sqd Commander 23 PMF Lagos, August 2002-July 2005, Divisional Police Officer in Edo, Ogun and Lagos, DCP Operations Zone 2 Lagos and CP Port Authority Police-Western Port Lagos.

NCSB: Finance Minister Applauds Customs Arrowhead’s Integrity, Transparency as He Presides Over 60th Regular Meeting

The Minister of Finance and Coordinating Minister of the Economy, Wale Edun has applauded the integrity and transparency of the Comptroller General of Customs CGC, Adewale Adeniyi, noting that the Customs Arrowhead has demonstrated exemplary commitment to achieving laudable objectives of the Customs’ Service Board.

The Minister who stressed the importance of collaboration, particularly between various ministries and the private sector, also noted that the Nigeria Customs Service Board includes representatives from the ministries of Trade and Investment, Foreign Affairs, and Finance; as well as members of the organised private sector. 

He made the observation on Tuesday, 10 September 2024, while presiding over the 60th regular board meeting of the Nigeria Customs Service NCS. The meeting was held at the newly built NCS headquarters in Maitama, Abuja; and was about the first of its kind since the commissioning of the edifice by former President Muhammadu Buhari in 2023.

Wale Edun expressed his satisfaction with the board’s adherence to the decision to meet quarterly, describing it as an essential aspect of corporate governance, noting that regular meetings and updates on financial performance were crucial for any government agency seeking to meet its objectives and impact positively on citizens. 

“I think that board meetings serve as an important part of corporate governance and corporate governance is key to running an organisation efficiently as well as providing the necessary direction and management to keep government policies on track”, Wale Edun stated, applauding the integrity and transparency of CGC Adeniyi.

He expressed satisfaction that the Nigeria Customs Service Board NCSB presently provides a forum which, “Ensures that critical national issues are thoroughly discussed and implemented on time”. 

While fielding questions about his feelings, for being the first Minister and NCSB Chairman to have chaired a meeting at the newly built NCS Corporate Headquarters, the Minister took the opportunity to commend the Customs Service on the achievement.

He said: “I congratulate the Nigeria Customs Service on this achievement of not just building a new edifice, but moving into it, making use of it, and keeping it very neat and tidy, and I pray for the success of all those who work at the new facility.

Students Rescued As Troops Burst Terrorist Strong Holds

Troops of the Nigerian Army have successfully raided yet another terrorist stronghold and rescued students kidnapped at Chigbolu village, Kachia Local Government Area of Kaduna State.

The Nigerian army in a post on its official X Handle on Friday, said the feat was achieved on Thursday in a highly coordinated operation aimed at rescuing abducted persons from violent extremist camps.

The post revealed that troops also captured a significant cache of arms and ammunition and eliminated some insurgents, while others were captured alive.

It added that the troops engaged the terrorists in an intense firefight and overpowered them, forcing them to flee and abandoning their captives.

According to the post, a thorough sweep of the area led to the rescue of 13 victims, comprising six males and seven females, as well as the recovery of one AK-47 rifle, 87 rounds of 7.63mm ammunition, 4 magazines, a locally fabricated rifle and the sum of ₦192,220.00.

“Additionally, five solar panels, five mobile phones, dry rations, and clothing items were recovered. The rescued victims have been promptly evacuated to 1 Division Medical Services and Hospital for medical attention,” it added.

Army said that its troops had in another decisive operation, intercepted two notorious terrorist logistics suppliers, Usman Waikili and Salisu Idris, at Kagarko village in Kachia Local Government Area of the state.

It added that the troops confiscated the sum of ₦1.3 million, three SIM cards, two mobile phones, three national identity cards, eight ATM cards, two Moniepoint POS machines, an MTN MiFi and other items from the suspects.

“In a separate operation in Suleja, Niger, troops stormed a terrorist hideout, triggering a fierce exchange of gunfire.

“The troops’ overwhelming firepower led to the neutralisation of three terrorists, while three others, identified as Mallam Halalu, Mallam Suleiman, and Mr Musa, were captured alive.

“The suspects led the troops to a hidden armoury, where three AK-47 rifles, 121 rounds of 7.62mm (special) ammunition, and the sum of ₦4.07 million were recovered.

“These decisive operations, which culminated in the rescue of abducted persons and the dismantling of terrorist networks, reaffirm the Nigerian Army’s unwavering resolve to eliminate banditry and terrorism, marking a significant victory in the ongoing fight for peace and security across the nation.

“The Chief of Army Staff commended the troops and urged them to sustain the tempo of the offensives across all theatres,” it added.
